Marriage in Turkey: Standard or Biometric Photo, and How Many? Rules by Municipality

For a marriage in Turkey the regulation wants a colour, frontal ID photo in civilian clothes from the last six months, with no set number or size; municipalities ask for 3–5 per person, Adana, Üsküdar and Çankaya reject biometric photos, Osmangazi wants them. If biometric is not asked, use 4.5×6 cm (45×60 mm); if it is, 5×6 cm (50×60 mm).

ID photo of a young woman in a petrol-blue headscarf with her forehead and chin uncovered on a white background, with the title of the guide to ID photos for marriage in Turkey

Key takeaways

  • Turkey's marriage regulation asks for an “ID photo”: in colour, frontal, head uncovered, civilian clothes, taken within six months; it sets no number or size
  • Adana Metropolitan, Üsküdar and Çankaya do not accept biometric photos, Osmangazi in Bursa asks for biometric features; 8 of the 12 lists read do not state a type
  • Municipalities ask for 3 to 5 photos per person: 8 lists say 4, Kadıköy and Üsküdar 5, Osmangazi 3; Kadıköy and Çankaya do not say whether it is per person
  • Headscarf photos are accepted if the forehead, chin and face are visible; at 45×60 and 50×60 mm one 10×15 sheet gives 4 photos, one sheet per spouse

Where is it used?

If you are marrying in Turkey and wonder how many photos to bring, whether the municipality accepts biometric photos, what the headscarf rule is and whether the health report needs a photo, this guide puts the regulation and the own lists of twelve municipalities side by side, including the rules for a foreign spouse.

How it works

Marriage in Turkey: Standard or Biometric Photo, and How Many? Rules by Municipality — get it right in 4 steps.

  1. Read the municipality's marriage list

In the current list of the municipality that will perform the marriage, read the photo line: the number, whether it is per person, whether biometric photos are accepted and whether the health report must carry a photo.

  2. Choose the type and size

If the list rejects biometric photos or only says “vesikalık”, choose the 45×60 mm standard ID photo; if it says “biyometrik”, choose 50×60 mm biometric; if unsure, ask the municipality.

  3. Upload your photo, add your partner to the same order

The AI sets the size and head ratio, whitens the background and checks the rules for free. Your partner's photo is analysed separately and printed on its own sheet.

  4. Print the sheet, count the photos

One 10×15 sheet gives 4 photos in both sizes: one sheet per spouse where four per person are asked, two where five are asked. Bring prints on photo paper, not photocopies.

From your photo to delivery: how it works

  1. Take Your Photo ~30 sec

Upload a shot taken at home with your phone; no studio visit needed.

  2. AI Analysis ~1-2 sec

A 478-point face mesh checks head ratio, background, glasses and expression.

  3. Auto Fix instant

Background turns white and the crop is applied to the official size automatically.

  4. Digital Delivery instant

Download an application-ready JPEG matching the required size and file limit.

  5. Print & Shipping 1-3 business days

Printed ID photos are shipped to your address (optional).

There is no single answer, because the municipality's list decides the type. Article 20 of Turkey's marriage regulation asks only for a “vesikalık fotoğraf”, a standard ID photo, in the marriage file; it does not say biometric and gives no size. The municipalities say three different things: Adana Metropolitan writes that “biometric photos are not accepted”, Üsküdar that “biometric photos are not valid”, Çankaya rejects “large biometric pictures”, while Osmangazi in Bursa asks for the “features of a biometric picture”. Eight of the twelve lists read state no type at all.

In NVİ's definition a biometric photo is “50 mm x 60 mm, on a white and plain background” (NVİ Istanbul, in Turkish). The practical rule: if the list rejects biometric photos or only says “vesikalık”, prepare a 4.5×6 cm (45×60 mm) standard ID photo; if it says “biyometrik”, a 5×6 cm (50×60 mm) biometric one; if unsure, call the marriage office. Details are on the biometric vs standard ID photo page.

How Many ID Photos for a Marriage? 3, 4 or 5 per Person

The municipality also sets the number; the regulation gives none. NVİ's marriage procedures page (in Turkish) speaks of “four photos to be given each”, but the regulation in force contains no such number. Most lists still ask for four: eight of the twelve say 4, Kadıköy and Üsküdar 5, Osmangazi in Bursa 3, and Selçuklu in Konya gives no number.

Turkish forms such as “4'er”, “5'er” or “3'er” mean the number applies to each spouse, so where four per person are asked the couple brings eight. Kadıköy writes “5 adet” and Çankaya “4 Adet” without saying whether that is per person or per couple; ask there before you apply. Mind copies too: Kadıköy says “photocopies or photos duplicated on a computer are invalid”, and Nilüfer does not accept copied pictures either. Instead of scanning an old print, get a new print from its file on photo paper: guide to copying ID photos. Numbers for other documents are in the guide to how many ID photos you need.

What Should a Marriage Photo Look Like? The Rules and the Headscarf

Marriage in Turkey: Correct and Incorrect Examples

Nine frames of the same person: the first one follows the rules, the other eight show the mistakes that get applications rejected most often. When you upload your own photo, the AI checks for exactly these errors in seconds.

Correct Incorrect Image licence terms

  1. Marriage in Turkey — Correct ID photo: neutral expression, upright head, white background
    Correct example
  2. Marriage in Turkey — Incorrect ID photo: glare on the glasses lenses
    Glare on lenses
  3. Marriage in Turkey — Incorrect ID photo: smiling
    Smiling
  4. Marriage in Turkey — Incorrect ID photo: taken from a low angle
    Low camera angle
  5. Marriage in Turkey — Incorrect ID photo: head tilted to one side
    Head tilted
  6. Marriage in Turkey — Incorrect ID photo: office pinboard in the background
    Background not plain
  7. Marriage in Turkey — Incorrect ID photo: headscarf covers forehead and eyebrows
    Scarf over forehead
  8. Marriage in Turkey — Incorrect ID photo: harsh side lighting splits the face
    Harsh side light
  9. Marriage in Turkey — Incorrect ID photo: large dangling earrings and a brooch
    Oversized jewellery

The rule is in the fifth paragraph of Article 20, amended in 2014: the photo must be “in colour and frontal with the head uncovered, taken in civilian clothes and, to show the person's current appearance, taken within the last six months.” So it is in colour, faces the camera, shows the head uncovered and civilian clothes, and is at most six months old. There is no separate rule for size, background or expression, and none of the lists read names a background colour.

The exception is in the same paragraph: “Headscarf photos of women are also accepted provided that the forehead, chin and face are uncovered.” Ankara Metropolitan asks for a photo showing “the forehead, chin and face completely”, Çankaya “provided the forehead and chin are uncovered”. Tie the scarf just above the forehead and keep the eyebrows and chin clear; technique and examples are in the headscarf rules guide.

Civilian clothes exclude uniforms; Çankaya rejects “photos in uniform” explicitly. There is no rule for a suit or a colour; a plain top that stands out from the background works well, see the clothing and colour guide. Where a municipality asks for biometric, a white background and a neutral expression are also required. The frames below show the most common mistakes in ID photos.

Does the Health Report Need a Photo? The Photo in the Family Booklet

The second photo question in the file is the health report. Most municipalities want it with a photo: Ankara Metropolitan asks for a “health report with a picture, approved”, Üsküdar for a report “with a photo, stamped and signed”, Çankaya for one stamped and signed over the picture, and Adana, Esenler, Osmangazi, Selçuklu and Antalya also mention a report with a photo.

The report's photo falls under the Health Reports Regulation, in force since 19 May 2026. The premarital report is issued by the family doctor with whom one of the couple is registered, or by another doctor, when the couple apply together, and it is approved electronically. The photo is taken with a camera at the health facility; in primary care, such as at a family doctor, taking one is not even mandatory, and the regulation does not ask for a printed photo. If the municipality wants a “report with a photo”, tell the doctor from the start or ask the municipality.

The photo's last stop is the family booklet: under Article 55 “the photos of the wife and husband are glued side by side on the first page of the family booklet”, so prepare both in the same size. At the application you show an ID card with a photo (Article 18), and Nilüfer does not accept a worn one; if you renew your Turkish ID, the Turkish ID card photo must be 50×60 mm biometric.

How Do You Prepare the Marriage Photos? Two People, One Order

10×15 sheets by the number the municipality asks for (4 photos per sheet at 45×60 and 50×60 mm)
Photos per personSheets per personSheets for the coupleSpare photos per person

In the wizard, pick the document by the list: the 45×60 mm standard ID photo for a municipality that rejects biometric photos or only says “vesikalık”, the 50×60 mm biometric photo for one that asks for biometric. The AI sets the size and head ratio and whitens the background; it checks light, expression, gaze and glare on glasses for free before payment and shows point by point what does not pass. In a headscarf photo, also check yourself in the preview that the forehead and chin stay clear.

Add your partner's photo to the same order: each photo is analysed separately and printed on its own sheet, with one payment and one package. In both sizes one 10×15 sheet gives 4 photos. A print order arrives on professional photo paper, cut and shipped; a digital file stays on the order page in your account, so if an extra photo is needed you re-download the sheet.

Do the Photo Rules Change When Marrying a Foreign National?

No. Under Article 12 of the regulation, if one spouse is a foreigner the marriage is performed by municipal marriage offices and population directors, and the principles and procedures for Turkish citizens “also apply to foreigners”; the colour, frontal, six-month photo rule is the same for a foreign spouse. Üsküdar says so plainly: “the health report and ID photos will be requested from the foreign national at the time of application.”

What changes is the paperwork. The foreigner's certificate of capacity to marry must be issued by the competent authorities of their country or its mission in Turkey and be “duly certified”; documents from honorary consulates are not acted on (Article 20). For a spouse who does not speak Turkish, the marriage officer can use an interpreter, whom the couple bring to the ceremony (Article 27). Üsküdar asks people to get the details from its marriage office “since the required documents may differ for each country”, and does not accept a foreigner without a visa or residence permit. The residence permit photo is a separate rule: Turkish residence permit photo.

FAQ

What is a standard ID (vesikalık) photo?
The standard vesikalık photo size is 4.5×6 cm and is used for job applications, school enrolment, notary documents, exam registration and similar procedures; a white background, a clear face and a neutral expression are enough. For official biometric applications (ID, passport, driving licence) the 50×60 mm biometric size is required — most people like to keep both formats on hand. Both presets live in the wizard, and after payment several copies can be tiled onto the 10×15 print sheet.
How long does an ID photo stay usable and when should I retake it?
A photo has no validity measured in years; applications set a "recency" rule instead, and the most common one is that it must have been taken within the last 6 months (the US visa and Schengen state this explicitly). You may reuse the same file for different applications inside that window. What forces a retake is appearance rather than time: noticeable weight change, a big difference in hair, beard or eyewear, medical or cosmetic procedures, and fast-growing children. An authority may also demand a shorter window in its own notice; recency rules per document are in the photo validity guide.
How much of the face must be visible in a photo with a headscarf?
The test is explicit: a head covering worn for religious reasons is accepted, but the face from the bottom of the chin to the top of the forehead and both edges of the face must be clearly shown — that is the wording of the EU's ICAO guidance, and the US likewise requires the covering not to obscure the hairline or cast shadows on the face. In practice, pin the scarf just above the forehead, keep the eyebrows and eye area fully clear, and tuck away fabric folds falling over the face outline. Visible ears are not required for most documents. Our analysis measures whether the face boundary is visible in the correct proportion; technique and examples are in the headscarf guide.
How many ID photos fit on one 10×15 print?
The 10×15 paper is really 4×6 inches (101.6×152.4 mm). Laid out at real size with no gaps, it holds four 50×60 mm biometric photos, four 45×60 mm photos, eight 35×45 mm visa photos or six 50×50 or 51×51 mm square photos. For more copies, a 15×21 (6×8 in) sheet holds nine 50×60 photos and an A4 sheet twenty. The multiple-copies file on the order page comes in this layout, with cut lines.
How do I make copies of an ID photo?
The cleanest way is to lay the photo's digital file out at real size on 10×15 cm photo paper and print it again: one print gives four 50×60 mm biometric photos or eight 35×45 mm visa photos. If you do not have the file, ask the studio that took the photo. Scanning or photocopying a printed photo loses sharpness, and Turkey's NVİ does not accept photocopies or photos duplicated on a computer. If you bought a digital file from us, the multiple-copies card on your order page gives this sheet as a JPG or PDF. The steps are in the guide to copying ID photos.
How many ID photos do I need for a marriage application?
Turkey's marriage regulation sets no number; the municipality where you marry decides. On the municipalities' own pages (read on 7 and 18 October 2026), Ankara Metropolitan, Adana Metropolitan, Esenler and Uşak ask for 4 photos per person, Üsküdar for 5 per person and Osmangazi in Bursa for 3 per person; Kadıköy lists 5 and Çankaya 4 without saying whether per person. The photo must be in colour, frontal, with the head uncovered, in civilian clothes and taken within the last six months; headscarf photos are accepted if the forehead, chin and face are visible. Check the type: Adana and Üsküdar do not accept biometric photos, Çankaya does not accept large biometric prints, while Osmangazi asks for biometric features. At 45×60 or 50×60 mm one 10×15 sheet gives 4 photos. Details are in the guide to how many ID photos you need.
