What Is a Visa Photo and Why Does It Change by Country?

A visa photo is a biometric photograph used to verify the applicant's identity in consular and border systems. The base framework is global: ICAO Doc 9303 Part 3 sets the size of the submitted portrait (45×35 mm) and the "last six months" rule, while neutral expression, background uniformity and the glasses policy are defined in ICAO's Portrait Quality technical report. On top of that base, however, each country adds its own size, background tone and digital file rule — Schengen wants 35×45 mm, the US wants a 51×51 mm square, and South Korea's K-ETA wants no print at all.

The Schengen size is shared, yet member states apply different measurement criteria inside the same 35×45 mm frame; the Netherlands, Spain, Austria, Czechia, Italy and France pages set those differences out one by one. ETIAS is absent from the table: it is a travel authorisation rather than a visa, so its form has no photo field at all.

The first is the Europe-centred 35×45 mm portrait format: the Schengen Area, the UK, Russia, Canada and Australia share this size (with small head-ratio differences).
