Yes — and the measure is one sentence: makeup is fine as long as it does not make you look like someone else. On the Turkish side the civil registry specification never lists makeup item by item; it sets two principles instead: colours in the photo must be neutral and reflect the natural colours of the face, and the person must appear as they currently look, within the last six months (NVİ — biometric photo specification). The international baseline lands in the same place: the ICAO technical report requires the portrait to be a natural, current representation of the person (ICAO — Portrait Quality).

The practical line follows from that principle: thin blemish-covering foundation, subtle eyeliner, brows filled but kept in shape and a neutral lip all stay — none of them changes the geometry of the face. Can You Wear Coloured Lenses in a Biometric Photo?

No. Eye colour and iris pattern are among the identity features recognition systems measure; a lens that changes them directly violates the requirement that the photo reflect natural colours. The Turkish specification explicitly bans tinted spectacle lenses; the contact-lens equivalent of that principle is the coloured or patterned lens. On the US side the photo must reflect your current appearance, and any change of appearance — digital or physical — puts the application at risk (travel.state.gov).

Clear prescription lenses are the opposite case: they are invisible in the photo, change neither eye colour nor diameter, and no document text objects to them. Switching from glasses to lenses is in fact a common recommendation, because it removes lens glare and frame problems at the root — the conditions for shooting with glasses are in the dedicated guide. The borderline case to watch is the cosmetic "circle" lens: even without adding colour it enlarges the iris diameter and so falls foul of the natural-representation principle. Decide at the table with one question: does this lens change how my eye looks? If yes, take it out.

Is Retouching or Photoshop Allowed on a Biometric Photo?

The line is clear: technical correction is fine, face correction is banned. How Do You Look Good in a Biometric Photo?

If the rules cap the makeup, the lever for looking good is light and preparation. Matte skin makes the biggest difference: translucent powder just before the shot kills the shine on forehead and nose — and clears the lighting-balance row of the analysis at the same time.
